How to Release a C3 Corvette's Hood That Won't Release

I've got a '78 Vette with the L48 350. Recently it developed an issue with starting. Cold start was fine, but after it warmed it up it would just whine and not catch. Drains the battery. Now it will not start at all. Battery is fully charged. Starter? I could use the advice.
